Project Outcome was launched by the Public Library Association (PLA) and is part of the Bill & Melinda Gates Foundation’s Global Libraries Initiative. The aim of the initiative was to fulfill a growing need to demonstrate the value libraries have in our communities, and the power they have to improve lives. Evidence from the initiative’s multi-year evaluation—designed and conducted by ORS Impact—helped improve outcome-based planning, and transform strategic decision-making and advocacy efforts at public libraries by making accessible the tools and resources library staff and leaders need to collect and use outcome data effectively. A Theory of Change outcome map, also developed by ORS Impact, was re-designed and helped inform PLA’s strategy and evaluation plan prior to implementation.
